How to against with Troll/Hack Car spam and falling people to death

I used 0.3z offical from sa-mp.com download , Recently some bad guy come do retarding and bad thing with hack/troll like Car spaming and bring people in the sky and make them falling to death ... im so tired for this



Could you please give me a pawn code or something anti cheat troll/hack for my roleplay server , i will appreciate that
