.DLL Errors and Runtime error with plugins

So i've tried to open a SAMP-server with sscanf and streamer plugins , after that i get these messages , even i downloaded the .DLL file and put it in C:WINDOWS/system32/ but it keeps saying like this , and it's not load the plugins :(

- I really need help now. :(
