Plugin doesn't load

I'm using a filterscript: this one. I've followed the list of the things to do to install it but when I am in the server and I do the command to run the function of the fs I want to use (/tbr) nothing happens.

I've checked the samp-server.exe and it said that the plugin TBR.dll FAILED to load.

Why I get this error? I've got a Windows 8.1 x64
